The DTA said future arrangements should be transparent, meet real government needs and deliver measurable public value at scale. Prospective suppliers will be expected to show that they can plan and deliver strategic capability across government, comply with Australian Government requirements and protections, and contribute to broader economic gains.
The principles also place emphasis on national sovereignty, technology choice and access for agencies of all sizes, signalling that the government wants coordinated procurement to support policy goals as well as operational efficiency.
The changes come after an independent review found that single-seller arrangements continued to provide strong value for money. The DTA said those contracts delivered more than $1.6bn in discounts between 2019 and 2024, while also offering more consistent terms and helping to support the local technology sector.
The agency has said the arrangements will now be referred to as Coordinated Contracting Arrangements, reflecting a broader push to improve market transparency and reshape how major technology suppliers are assessed for government work.
