The second memorandum focuses on the rail sector and is broader in scope. It includes railway technologies, signalling and communications systems, digitalisation, human capital development and the localisation of railway industry capabilities. Turkish Minute reported that the deal also points to cooperation on infrastructure modernisation, technical standards and training.
Saudi officials say the agreements are intended to support integrated transport networks and fit within the kingdom’s National Transport and Logistics Strategy and Vision 2030. MEED reported that the partnership is also meant to reinforce Saudi Arabia’s role as a logistics bridge connecting three continents, a long-standing ambition for the kingdom as it seeks to attract investment and expand its transport footprint.
The railway element carries a clear sustainability angle as well. Both sides are looking at ways to reduce the environmental impact of rail transport, reflecting wider pressure on logistics operators to cut emissions and offer lower-carbon supply chain options.
The agreements add to a growing pattern of Saudi engagement with international partners in transport and infrastructure, as Riyadh works to build technical capacity, localise industrial expertise and improve connectivity across regional trade routes.
