The Transport and Logistics Bureau has presented the PCS as a core part of Hong Kong’s smart-port strategy and its wider bid to reinforce its role as an international maritime centre. According to government material, the project was tested in phases from early 2023 before full implementation, while the Logistics & Supply Chain MultiTech R&D Centre, or LSCM, handled development and system management. Users can also retrieve live updates by entering an ocean or air waybill number, while alerts for shipping delays and temperature anomalies are designed to help firms adjust transport and warehousing plans more quickly. The PCS links enterprise systems to customs platforms through application programming interfaces and connects with the China International Trade Single Window, while its “One-Data-Multiple-Declarations” function auto-fills shipment details and allows a single submission to both Hong Kong Customs and the mainland window. LSCM says the PCS uses blockchain to record cargo transfers, document numbers, warehousing, land transport tracking, customs filings and operational timestamps, creating an audit trail that cannot be changed unilaterally. In remarks quoted by the government, Deputy Secretary for Transport and Logistics Amy Chan said nine Hong Kong banks are using cargo-status data from the system for risk management, and that the administration intends to extend offshore cargo tracking and link the PCS with overseas ports and shipping data platforms.
