The launch follows Pagabo’s 10-year strategic partnership with Yorkshire Purchasing Organisation, with YPO acting as the central procurement authority and Pagabo responsible for framework management, design and delivery. The companies say the arrangement is intended to set a higher benchmark for public sector construction buying by combining procurement expertise with development know-how.
The new framework is split into seven lots, covering consultancy, legal services, special purpose vehicle schemes, development agreement schemes and development management services. Lots covering SPV and development agreement work are further broken down by project size, while all lots and development types are organised across eight regions: the North, Midlands, South West, South East, London, Scotland, Wales and Northern Ireland.
Pagabo has also broadened the offer compared with the existing framework by bringing development consultants and legal providers into scope for the first time, according to Construction Enquirer.
Jonathan Parker, Pagabo’s development director, said the previous framework had already been widely used because it helped clients deal with compliance, viability and risk, and that the new version was intended to build on that while reflecting the latest procurement rules.
Suppliers have until 12pm on 3 July to submit bids. Pagabo says the framework is free to access and is intended to support value for money, collaboration and social value across public sector development projects.
