According to the BVDW, its guidance responds to a striking divergence: enterprises are increasingly experimenting with agentic systems while everyday users remain reluctant to cede decision-making to machines. Civey polling commissioned by the association in July 2025 found 71% of 2,504 German respondents could not imagine tasks such as travel booking or product selection being handled without human oversight, and only a quarter of Germans said they would be willing to delegate tasks to AI agents. The whitepaper identifies lack of transparency, fuzzy legal frameworks and gaps in digital literacy as the main obstacles to public acceptance.
Business sentiment, by contrast, shows faster uptake. A separate survey of 985 corporate decision-makers cited by the BVDW found 28% of firms already deploy AI agents and another 14% intend to do so soon, leaving 42% either using or actively preparing agentic systems. Industry-wide research, including a Civey study reported by the eco Association, suggests broader AI penetration in enterprise settings, especially in text processing, data analysis and process automation, yet corporate respondents frequently flagged data protection and security as primary constraints.
The whitepaper anchors its recommendations in six ethical principles the association published in December 2024, fairness, transparency, explainability, data protection, security and robustness, and advances a central proposition: “Je höher der Autonomiegrad einer KI, desto höher die ethischen Anforderungen an ihren Einsatz.” BVDW experts stress that increased autonomy multiplies the scale and complexity of possible harms, from reinforced bias to opaque decision chains that complicate accountability when things go wrong.
On fairness and bias mitigation the document demands robust, pre-deployment assessments of training data and reward functions, explicit monitoring duties and immediate shutdown procedures when discriminatory patterns surface. For transparency and explainability it proposes “Agent Cards” documenting an agent’s purpose, data sources, access rights and responsible parties, together with explainability layers and immutable logs so outcomes can be reconstructed for non-expert stakeholders. The whitepaper warns that multi-agent interactions magnify opacity and recommends preserving historical versions of knowledge graphs and decision traces rather than overwriting them.
Data-protection guidance follows GDPR logic but anticipates agent-specific failure modes such as function creep and privileged credential misuse. The BVDW recommends data minimisation as a first principle: anonymise where possible, map upstream data flows, update Data Protection Impact Assessments after model changes and ensure automated handling of data-subject rights. It also stresses strict separation between an agent’s permissions and individual user credentials to prevent privilege escalation.
Security and resilience receive similarly concrete prescriptions. The association urges a zero-trust stance in which agents are issued unique cryptographic identities and only the minimum privileges required for their tasks, continuous authentication, encrypted inter-agent communications, anomaly detection and built-in emergency shutoffs. It cautions that autonomous agents expand attack surfaces and can operate stealthily, creating “shadow behaviour” vectors that require continuous monitoring and periodic penetration testing.
To translate principles into practice the paper proposes the “Autonomie-Konsortium” governance model and a five-level autonomy taxonomy that ties oversight intensity to system capability and potential harm. Levels range from manual support through semi-autonomous operation to fully autonomous systems that, in the BVDW’s view, may require documented Data Protection Impact Assessments and regulatory coordination before deployment. Human oversight modalities, human-in-the-loop, human-on-the-loop and human-in-command, are prescribed according to both autonomy level and worst-case damage estimates.
The association situates its recommendations amid a swiftly changing commercial and regulatory environment. Advertising platforms and marketing tech vendors rolled out agentic features across 2025–26, sparking debate about premature deployments that could erode consumer trust; Forrester analysts warned that hasty implementations could damage brands. At the same time, international and EU-level work on transparency and disclosure continues: a Pew Research Center report from October 2025 found substantial trust in the EU’s capacity to regulate AI, a factor the BVDW points to as important for restoring public confidence. Academic and technical proposals such as the LOKA Protocol, advocating decentralised agent identity and ethical consensus mechanisms, illustrate complementary approaches to the accountability and interoperability problems the whitepaper addresses.
Experts who contributed to the BVDW effort frame responsible adoption as an organisational, not just a technical, challenge. Maike Scholz of Deutsche Telekom, deputy chair of the association’s Digital Responsibility group, stressed that implementable responsibilities and binding processes are essential. Contributors from Google, Serviceplan Group and consulting firm ifok supplied technical, compliance and organisational perspectives, reflecting a cross-sector effort to operationalise the principles.
The BVDW paper concludes that agentic AI’s societal acceptance hinges on embedding continuous control, transparent rules and enforceable accountability into systems from design through operation: “Die Zukunft agentischer Systeme entscheidet sich nicht in den Algorithmen, sondern in der Governance, die sie umgibt.” With enterprise take-up accelerating and regulators moving to tighten oversight, the association positions its framework as a path for companies to make autonomy an advantage rather than a liability. Whether that path leads to durable public trust will depend on the rigor of implementation, independent verification and how effectively industry and regulators translate principles into enforceable standards.
